Safeguarding Consultancy
Independent support for complex adult safeguarding practice and organisational assurance
I provide responsive consultancy to statutory, private, voluntary and commissioned services working across adult safeguarding, care, support, housing, health and community settings. The service is designed for organisations that need practical assistance with a difficult case, recurring multi-agency barriers, strategic improvement or independent assurance.
I have substantial experience working with housing providers and statutory safeguarding partners where fragmented communication, differing legal duties or uncertainty about thresholds has obstructed effective intervention. Consultancy can help housing, social care, health, police and other agencies establish shared responsibilities, escalation routes and proportionate multi-agency plans.

01
Safeguarding Surgeries, Supervision and Multi-Agency Support
Responsive advice, mentoring and professional challenge for staff who are managing complex safeguarding situations or struggling to secure coordinated support across agencies.

Workforce pressures, high caseloads and fragmented service thresholds can leave practitioners carrying substantial risk without the time, authority or multi-agency support needed to resolve it. Housing, health, social care, emergency services, commissioned providers and voluntary organisations may each hold part of the picture, while responsibility and access to support remain unclear.
I provide a confidential space in which staff can examine the situation, clarify the relevant duties and responsibilities, identify practical routes through barriers and prepare proportionate professional challenge. Where a barrier cannot be reduced, I help the service record an evidence-based rationale for the action taken and establish a clear, defensible decision-making trail.
Support may include
- Complex case surgeries and issue-specific supervision
- Mentoring, guidance and reflective professional support
- Multi-agency barrier and responsibility mapping
- Direct professional challenge or support to formulate challenge
- Advice on escalation, information-sharing and coordinated action
- Focused training or practice development where a knowledge gap is identified
- Creation of practical support plans, actions and review arrangements
- Defensible decision-making where an agreed solution cannot be achieved
Common areas of work
- Hoarding and chronic self-neglect
- Homelessness and repeated service disengagement
- Domestic abuse and coercive or controlling circumstances
- Suicidal distress and complex mental health needs
- Substance use and overlapping care and support needs
- Mental capacity, executive dysfunction and fluctuating presentation
- Adults who are also parents within child protection processes
- Cases involving repeated referral, escalation or unresolved professional disagreement
Intended outcomes
Connected practice: stronger strategic and operational links between the agencies needed to support the person.
Appropriate challenge: staff are better equipped to challenge arbitrary barriers and understand where a boundary is genuinely lawful or necessary.
Clear routes forward: practical guidance about who should be approached, what should be requested and how the matter should be escalated.
Defensible decisions: a transparent record of evidence, options, professional reasoning, risk and action where agreement cannot be reached.
Delivery: support can be provided through scheduled online surgeries, one-to-one or group supervision, case consultation, facilitated multi-agency discussion and agreed face-to-face sessions.

Audits, Evaluation, Inspection Readiness, Policies and Procedures
Independent assurance and improvement support for organisations that need to understand the quality, effectiveness and legal compliance of their adult safeguarding arrangements.
Each organisation has its own purpose, culture, operating model and safeguarding responsibilities. I agree the scope of the work with the commissioner, examine the evidence relevant to that scope and provide a clear account of strengths, risks, gaps and priorities for improvement.
The work is adult safeguarding focused, while strategic advice can also consider safeguarding arrangements relating to children and families where these interact with an organisation’s governance or responsibilities.

Safeguarding audits and evaluation
A bespoke review of the areas that matter to your organisation. This may include leadership and governance, safeguarding culture, policies and procedures, referrals and incident management, the person’s voice, record-keeping, supervision, training, environmental safety, partnership working and communication with stakeholders.
Inspection preparation and follow-up
Preparation for CQC, local authority, Charity Commission, commissioner or other relevant scrutiny. Support can include evidence review, readiness assessment, leadership preparation, identification of gaps and development or monitoring of a post-inspection action plan.
Safeguarding incident management
Independent support when a serious or difficult incident occurs, helping the organisation clarify immediate safeguarding action, internal and external reporting, responsibilities, investigation or review arrangements, communication and learning.
Policies, procedures and practice guidance
Development, review or refresh of safeguarding policies, procedures, practice tools and decision-making guidance so that they are usable, proportionate and aligned with the organisation’s legal, regulatory and partnership responsibilities.
Strategy and governance
Advice on adult safeguarding strategy, governance, quality assurance, performance monitoring, regulated care activity and how strategic priorities are translated into operational practice.
Implementation support
A report alone may not produce change. Follow-up support can help leaders prioritise recommendations, assign responsibility, set measurable milestones and test whether changes have become embedded in practice.
A proportionate commissioning process
- Scope: agree the purpose, questions, evidence, participants, timescale and deliverables.
- Review: examine relevant documentation, data, policies, records and previous learning.
- Engage: speak with leaders, staff, partners and, where appropriate, people who use the service or their representatives.
- Analyse: identify strengths, risks, gaps, legal or practice issues and the conditions affecting performance.
- Report: provide clear findings, prioritised recommendations and a realistic improvement plan.
- Embed: offer proportionate post-review support, monitoring or further development where commissioned.
Choosing the right service
Do you need consultancy, professional learning or both?
Consultancy is appropriate where an organisation needs help to understand or resolve a current case, system difficulty, governance concern or recurring practice failure.
Professional learning is appropriate where the principal need is workforce knowledge, confidence or consistent application.
A combined commission may begin with audit or case analysis and then use the findings to design targeted learning and implementation support.
